Between Extraction and Everyday Life: An Ethnographic Study of the Built-Up in Tandwa, Jharkhand

Introduction
The idea of the “built-up” is often associated with urban expansion and planned infrastructure. Yet built-up forms are not confined to cities; they also take shape in rural landscapes where industries, mines, transportation networks, and development projects transform physical spaces and everyday experience. The mining region of Tandwa in Chatra district, Jharkhand, is one such landscape, where coal extraction has reshaped not only the physical terrain but also the economy, social organisation, and material fabric of village life. The expansion of coal mining projects such as the Amrapali Coal Mine, the Magadh Coal Mine, and the adjoining National Thermal Power Corporation (NTPC) installations has introduced new forms of infrastructure into villages that have historically depended on agriculture, forests, and local resources. Fieldwork across the villages of Kumarang, Gadilong, Masilong, Misrol, Koed, and Pokla alias Kasiadih shows that the built-up emerging in this region moves between the poles of development and disruption: new roads, permanent houses, industrial structures, and water infrastructure exist alongside environmental degradation, shrinking natural resources, and uncertainty over livelihoods. Mining, in other words, is itself a form of built-up, and it simultaneously calls into being other built-up forms — roads, housing, water systems — that allow extraction to function in the rural hinterland. Drawing on field visits and ethnographic observation, this essay examines how mining has transformed the built environment of Tandwa through its roads, houses, water systems, industrial spaces, and the shifting relationship between communities and their surroundings, and asks how these built forms distribute the benefits and burdens of extraction unevenly across the village.

The Mine as a New Landscape
Scholars of mining and extraction have long argued that resource frontiers are not simply sites of removal but generative landscapes that produce new infrastructures, institutions, and forms of social conflict. Stuart Kirsch's account of the relationship between mining corporations and their critics shows how extractive companies actively build the physical and discursive infrastructure of consent — roads, compensation schemes, corporate social responsibility projects — even as they generate the environmental and social harms that communities then contest. Kuntala Lahiri-Dutt's research on coal mining in Jharkhand similarly demonstrates that land acquisition for collieries has long combined visible material gains, such as compensation-funded housing, with the marginalisation of those who lose land, forests, and commons without comparable benefit. The villages of Tandwa sit within this broader literature: they illustrate how extraction is never only subtractive but is also a builder of landscapes, even as it distributes its built-up unevenly. The arrival of mining has significantly altered the physical character of villages in Tandwa. Earlier, village landscapes were shaped primarily by agriculture, forests, and community resources. The expansion of mining has introduced a new industrial geography of extraction zones, transport routes, heavy machinery, and associated infrastructure.

In Kumarang village, located roughly half a kilometre from the Amrapali Coal Mine, mining activity has become part of the everyday environment. Blasting operations produce loud sounds, vibrations, and clouds of dust, which residents say have contributed to cracks in some houses and damage to the surrounding environment. This captures how extraction from the ground requires built-up of various kinds above it, and how that built-up in turn produces detrimental effects on social life. The mine is therefore not a distant industrial site; it has entered the everyday spaces of the village. Gadilong village, located near the Amrapali mine and the NTPC project, has experienced similarly visible environmental and spatial changes. Dust generated by mining activity and heavy vehicle movement has been linked by residents to respiratory problems, coughing, and eye irritation, though independent medical data on these health effects remains limited and would strengthen future documentation of this claim. The changing landscape of Gadilong reflects how industrial development extends beyond the formal boundaries of a mine, reshaping the settlements around it.
Roads and Mobility: Infrastructure with Unequal Benefits
Roads are among the most visible symbols of built-up transformation in mining areas. As Penny Harvey and Hannah Knox argue in their ethnography of road-building in Peru, roads are never neutral conduits; they are “situated achievements” that embody competing visions of connectivity, state presence, and development, and that distribute their benefits unevenly among those who live alongside them. In Tandwa, industrial projects require roads to move coal, machinery, and workers, and these same roads are also important to villagers, improving access to markets, education, healthcare, and employment. Masilong village, for example, has benefited from a pucca road that has eased mobility and strengthened connections with nearby areas.
However, infrastructure development remains uneven. In Koed village, residents describe poor road conditions, particularly during the monsoon, when muddy roads make it difficult for both adults and school-going children. This contradiction is characteristic of mining regions: roads are built to support industrial movement, but community needs are not always equally prioritised. The same road that connects a mine to wider economic networks also determines whether villagers can reach essential services, and the road's built form is thus shaped by multiple, often competing, purposes.
Housing, Water, and Environmental Transformation
Alongside roads, changing housing patterns reveal another dimension of the rural built environment's shift. Mining has influenced the transition from traditional houses to more permanent structures in several villages. In Kumarang, many households report better housing conditions, as land acquisition for coal mining brought compensation and employment to some families, enabling them to construct permanent houses. The transformation of housing in Kumarang therefore reflects the wider economic changes associated with mining. This development, however, has not been experienced equally by all residents. Some households affected by land acquisition report not receiving adequate benefits, and similar concerns have been raised about access to government housing schemes, with some eligible households believing they remain excluded. Houses in these villages thus represent more than physical structures: they are a visible record of who benefited from industrial expansion and who continues to live with uncertainty, making the built-up form of housing itself a marker of unequal access to compensation, employment, and development opportunity.

The water systems of Tandwa demonstrate perhaps the most significant impact of mining on the rural built environment. Villages traditionally depended on wells, groundwater, rivers, and other local resources, but mining has altered groundwater availability and increased dependence on constructed infrastructure. Gadilong has seen a marked decline in groundwater levels and growing difficulty in accessing water, leaving many households dependent on nearby rivers for daily use. In Kumarang, residents likewise describe declining groundwater levels and the poor condition of water facilities installed by mining companies. Some industrial projects have nonetheless contributed to local infrastructure. In Masilong, NTPC installed a water tank and streetlights, which residents acknowledge as useful, though challenges remain regarding maintenance, electricity supply, and long-term sustainability. These experiences suggest that building for development alone cannot resolve environmental problems: water tanks and pipelines become meaningful only when supported by ecological protection and consistent upkeep.
Industrial Employment and the Social Meaning of Built-Up Spaces
The transformation of physical spaces in Tandwa is closely tied to changing livelihood patterns. Mining has created employment, but much of this work is irregular. In Gadilong, many residents work for contractors associated with industrial projects, a temporary, shifting employment dependent on industrial requirements. Limited local opportunities have pushed many young people to migrate to other states in search of work. Land acquisition has further shaped community perceptions of development, as some families who gave up land for industrial projects did not receive permanent employment in return. This has produced a persistent sense of dissatisfaction among residents who feel that, although their land became part of the industrial landscape, they did not receive proportional benefit.
Conclusion
The mining landscapes of Tandwa challenge conventional understandings of the built environment. Here, built-up does not refer only to urban expansion but encompasses mines, roads, transport systems, houses, water infrastructure, and transformed village spaces. These are not simply spaces made into roads, buildings, and infrastructure; they are also defined by social relationships, economic opportunity, and questions of ownership and access. Mining has produced visible changes — improved roads, stronger houses, new employment, and industrial infrastructure — while also generating environmental challenges such as dust pollution, declining groundwater, loss of vegetation, and uncertainty over land and livelihoods. The villages of Tandwa represent a landscape where industrial structures coexist with traditional rural life: the mine, the road, the house, and the water system together form a complex built environment, shaped by the extractive and expansionist projects of development, and lived amid disruption and uneven social and environmental conditions. Understanding such landscapes calls for a renewed orientation — one that sees built-up not only as physical construction but as a comprehensive social experience that reshapes everyday life and people's relationships with land, resources, and the future.
